Safety at any cost

Safety in the Rotterdam region hit the headlines last year when it became evident that safety precautions at Odfjell Terminals (Rotterdam) (OTR) had been widely ignored. Even after several warnings to take measures to become compliant with safety regulations, bad practice at the terminal continued. At OTR, tank storage facilities had to be shut down almost totally during the last two weeks of 2012, because of problems identified in firefighting equipment. The action being taken at troubled OTR has been well documented (HCB October 2012, page 101). As 2012 ended, 69 of the 232 tanks emptied at OTR had been approved for use by regional environmental protection agency DCMR.
