IBCs now tanks

The US Federal Motor Carrier Safety Administration (FMCSA) published a notice of proposed rulemaking (NPRM) this past September 26, which includes a new definition of 'tank vehicle'. In short, the rule, if confirmed, will mean that commercial drivers carrying four or more intermediate bulk containers (IBCs) filled with liquid will need to have a tank vehicle endorsement for their licence.
