The German maritime authority (BSH) operates ship emissions testing facilities in Wedel (near the port of Hamburg), Bremerhaven and Kiel. The »sniffers« detect ship exhaust gases, calculate the fuel's original sulphur content based on certain exhaust gas components and - if a violation of SECA-legislation is likely - automatically notify the police, which is then authorized to inspect the vessel. Air quality has measurably improved since the programme start, numbers of suspicious vessels are below 1 %. BSH plans to install mobile sniffers on research and coast guard vessels in the future.
