The more salmon that pass by Wilbur Slockish Jr.'s home along the Columbia River, the more fervent the Klickitat elder gets in his quest to hold the federal government to its promise to improve tribal living conditions along the river. As the fall chinook run peaks, American Indian fishermen will be crammed onto 31 tribal fishing grounds, exercising their treaty right to fish on the river separating Oregon and Washington.
