California cities are dumping millions of black, plastic balls filled with water into their reservoirs to protect their water supplies. The "shade balls" prevent the chlorine in the water from reacting with sunlight to make bromate, a suspected carcinogen. They also block sunlight from evaporating the water and protect it from wildlife.
