Calif. boosts rebates for low earners, cuts out high earners

California is again changing its rebate system for buyers of plug-in hybrid, all-electric and fuelcell cars. Beginning this week under the Clean Vehicle Rebate Project, high-income earners will not receive rebates, but lower-income buyers will receive more money.
