Southern California's air quality board broke the law, a Los Angeles County Superior Court judge decided, when it made changes to smog rules that were backed by the oil industry without giving the public enough time to comment before a vote. South Coast Air Quality Management District staff had proposed reducing the limit on nitrogen oxides emissions by 14 tons daily from big facilities like oil refineries. Environmental groups sued after the district's board in December 2015 instead adopted a plan from the Western States Petroleum Association to cut 12 tons per day, on a slower timeline.
