A federal financial regulator today halted a rulemaking that would have made it more difficult for banks to stop funding fossil fuels. The Office of the Comptroller of the Currency said it would pause publication in the Federal Register of its "fair access" rule, finalized earlier this month, which targeted banks that had pledged to cut off financing for drilling in the Arctic National Wildlife Refuge.
