Worldwide governance indicators, once thought of as academic arcana, have come to be seen as an important and underutilized policy resource in recent years. A 2008 World Bank white paper notes that they are now frequently used as "tools for conducting development dialog, allocating external assistance and influencing foreign direct investment. Each new series are now released with great fanfare... and the popular press uses [them] to name and shame individual governments for any adverse change in rank order over time or across countries.
