Keith Tozzi has his eyes on the south of England. He wants to acquire at least one water company and has set up a specialist shell company, Concateno, to do so. The former Mid-Kent Water boss thinks the time is right. The regulator, Ofwat, has just issued its final determination for the next five years while the ability of government to challenge mergers and acquisitions has been curbed. That means, Tozzi told GWR in an interview, "we now have five years of future models and everyone knows what the numbers will be."
