The Central West Texas town of Ballinger, population 4,000, was established by the Santa Fe Railroad in 1886. Named after a railroad attorney who died without ever visiting, it is primarily an agricultural community with some light industry. On the hour-long drive to Ballinger from San Angelo-where the nearest commercial jet airport is located-miles of brown farm and ranch lands testify to the driest winter since records were started in 1895. The U.S. Drought Monitor1 estimated that the impact on agriculture in the area of the extremely dry weather that began in 2008 had reached more than $1 billion by early 2009.
