CFTC SHOULD HAVE FULL OVERSIGHT OF CARBON MARKETS, CHAIR SAYS

The Commodity Futures Trading Commission should have full oversight over any carbon market created through the establishment of a cap-and-trade system, CFTC Chairman Gary Gensler said Sept. 10 during a hearing held by the Senate Agriculture, Nutrition and Forestry Committee. "Carbon markets have similarities to several difference markets that fall within our regulatory authority," Gensler said, noting the CFTC's "broad experience" in regulating trade execution systems, the clearing of trades and protection against fraud, manipulation and other abuses, as well as with other cap-and-trade programs, like the nationwide Acid Rain Program and the Northeast's Regional Greenhouse Gas Initiative. "The oversight of clearing is an integral part of the CFTC's regulatory structure," Gensler said.
