Sens. Jay Rockefeller (D-W.Va.) and George Voinovich (R-Ohio) last week unveiled the second draft of their carbon capture and storage legislation, which would aim to eventually provide a framework for long-term CCS and create incentives for its deployment. The bill was originally slated to be released July 1, but that was pushed back due to uncertainty about legislative language. "Coal is our nation's most abundant and affordable domestic source of energy—it is vital that we find innovative ways to move cleaner coal forward and create much needed jobs," Voinovich said in a July 14 statement. "Ohio uses coal for over 85 percent of its energy and the United States could meet its energy demands for 250 years with the available domestic coal. Our legislation arms the private sector with the tools to promote domestic advanced energy sources and cultivate job growth."
