The House Appropriations Committee passed the Interior and Environment Appropriations bill for Fiscal Year 2012 this week, with all of its policy riders stymying upcoming Environmental Protection Agency regulations for air has been submitted describing all federal agency obligations and spending for climate change programs in fiscal years 2011 and 2012; and an amendment inserting language directing EPA to conduct a "cumulative assessment" of the impacts of EPA regulations and bars funding for Utility MACT and the agency's newly announced 'Cross-State Air Pollution Rule.'
