China's energy decisions in 2012 regarding cap-and-trade and emissions caps will have a large effect on the global energy system, the top executive at the World Resources Institute said this week. In a speech identifying topics that will help drive global energy policy in the new calendar year, WRI Interim President Manish Bapna said that Chinese politics will likely have an outsized effect. In particular, he highlighted cap-and-trade pilots the country's leadership will likely launch in several provinces and cities. "This is a big deal," Bapna said of the pilot program, which will likely test different types of systems (some based on emissions intensity targets, some focusing on particular sectors, etc.) in different cities to see what ultimately works best for the country as it gradually ramps up a national system of emissions trading.
