The district heating system is currently operating at one third to one half of design thermal capacity. However, the distribution system is near hydraulic capacity due to uncontrolled flow at several buildings. With improved flow control resulting in increased system ΔT, the system can support significant additional expansion. The district heating system is currently functioning adequately and reliably on mostly manual control. Control improvements would improve operation and reliability and reduce operating cost. The system is basically mechanically sound. Maintenance is needed, especially in the area of corrosion control to keep the system sound. Although the district heating system is not yet financially self-supporting, this study recommends additional investment in the system. The payback from that investment will come in the form of operational cost savings, continued reliability and community support, and ability to increase revenue with further system expansion.
