As statutory planning tools, land use and landscape plans are required or recommended for German communes, and have a considerable effect on their future. To date the planning processes involved have mainly entailed assessment of demand and corresponding designation of land uses. This seldom enables the kind of visionary planning that leads to sustainable development. This can best be achieved through close collaboration between town and landscape planners, and the councils, and entails a long process involving the development of possible scenarios and the determination and resolution of conflicts. This is where the planners can play a mediatory role and depict suggestions, thus facilitating consensual decisions. A widespread adoption of this approach would be tantamount to a local planning reform, and thus requires persuading both councils and authorities of its advantages of such integrative planning.%Flächennutzungsplan und Landschaftsplan sollen eine qualitätvolle Entwicklung der Gemeinden ermöglichen. Dazu ist es notwendig, städtebauliche Gesichtspunkte und landschaftlich-ökologische Aspekte abzuwägen. Das gelingt um so besser, je früher Stadtplaner und Landschaftsplaner zusammenarbeiten.
