Under the old system, the president held the posts of minister of defense and commander-in-chief of the armed forces. As minister of defense, he exercised control over the armed forces through the Supreme Council for Defense, comprising the inspector general and the commanders of the three military regions, in addition to other high-ranking government and military officials. In the wake of the peace accords, the system is being modified somewhat. The president will remain commander-in-chief, but a new High Defense Council will be installed. The council will include the president and representatives from the various belligerent parties.
