The president of Yemen is the commander in chief of the country's armed forces. All day-to-day decisions, however, are made by the minister of defense. In 1990, the government announced the formation of a National Defense Council called Majlis al-Difa al-Watani, which is responsible for overseeing all matters related to the military. On December 24, 2012, President Abd Rabu Mansour Hadi announced that he was beginning a two-year military restructuring process that will replace or sideline commanders who were loyal to Yemen's previous president, Ali Abdullah Saleh, or who are believed to have contributed to the ongoing instability. As part of the restructuring, both the Republican Guard and the First Armored Division have been abolished.
