Only 5% of these boxes are inspected by the Coast Guard or U.S. Customs officials, a gaping hole in security that remains unaffected by port stewardship. (Of the 3.6 million containers coming in overland, 10% are inspected.) As meager as this level of protection is, considerable sums are being spent on it-$1.5 billion last year by the Coast Guard, plus significant, and mosdy uncounted, sums by shippers. To make things worse, the number of incoming containers will double by 2020.
