A State Company In Southern China This Year plans to lay 2,725 miles of power lines and add 15% more generation capacity to avert the kind of summer blackouts that have riled residential homeowners and executives of companies that lost output. Yet the government of Shanghai, the unofficial seat of the country's supercharged economy, expects to be short 2 million kilowatts once its residents start to switch on their air conditioners. Thus it is pleading with factory owners to plan shutdowns: Sony, Daim-lerChrysler and other global players in Chinas commercial capital will just have to sweat it out.
