Emissions International Air Transport Association director general Giovanni Bisignani told the UN climate change conference in Copenhagen that aviation would best meet its emlssion targets if the International Civil Aviation Organisation were tasked to create "a global framework that preserves a level playing field" and ensures "we pay for our emissions once,not several timesl".
