Stef Blok, the Dutch foreign affairs minister, has outlined the reasoning why the government does not believe it can hold Ukrainian authorities liable for the destruction of Malaysia Airlines flight MH17. The Boeing 777-200ER was shot down by a surface-to-air missile over eastern Ukraine on 17 July 2014, Blok has written to the speaker of the lower parliamentary house explaining that the government has looked at possible Ukrainian liability for not fully closing its airspace beforehand.
