You have to put our response to the financial crisis in context. Fire and rescue services in Wales have been reasonably well served financially since devolution. Every chief will say they could do with more resources, but generally we've not been through the kind of times England went through in the late 80s for instance. In the last ten years, we've had periods of quite significant growth and we've been grateful for that - we recognise that these things are cyclical and following a period of growth, there tends to be a period of contraction.
