Is Al Qaeda faltering?

It is axiomatic in terrorism that unless groups can conduct attacks they rapidly become irrelevant. It has recently become increasingly apparent that the death of Osama Bin Laden in 2011 has had a material impact upon Al Qaeda's ability to coordinate large-scale attacks. Their original objective to maintain a high tempo of operations in America and Western Europe has been a failure. But does that suggest that Al Qaeda's ideology is no longer attracting recruits? Is Al Qaeda's influence waning?
