The three cases have totally different situations but they all lead to the same conclusion. Everyone involved in the decision making process for a production facility must see the total picture and be able to analyze what the effect their requests have on the total cost to support the operations. In the past coolant filtration and chip handling were considered non-direct costs so the decision on equipment was handled by a facilities group who just responded to the wishes of the production planners. They supplied the proper equipment and systems to satisfy the needs of the production without any input in the production equipment decisions. Today, the impact of costs for equipment, operating, waste management and environmental requirements change the complexion of the decision making process. The case histories reveal that the issue does not have to be environmentally driven. The economics alone show that the group who decides what goes on the plant floor must be aware of the overall costs beyond just making parts. Also the facilities group must be able to ask the questions beginning with "why" and "why not" at the early stages of the production planning so the most effective procedures to apply coolant and make chips are balanced with the most effective procedures to clean coolant and remove chips.
