As the diplomatic conference looms, however, many key issues that the IMO has debated for years are no nearer resolution, and many of the most contentious points in the proposed ban on anti-foulings containing TBT will have to be decided at the conference.rnMoreover, in some sections of the shipping industry debate still rages about the efficacy of a ban on anti-foulings that contain TBT (tributyl tin). Some observers claim that the convention is a flawed document, the attempted implementation of which will lead to unilateral action rather than concerted, international action to tackle the problem of the impact of anti-foulings on the environment.
