Disappearing money

It's difficult to explain to those outside the US maritime community why shipping representatives have to hound Congress for dredging money to maintain shipping channels, when practically all the money they need is sitting in a trust fund designed specifically for that purpose. It's called the Harbour Maintenance Trust Fund and the money that goes into it is collected through Harbour Maintenance Tax, a user fee paid by shippers based on the value of the cargo.
