"If the ferry industry is to develop, the government needs to take responsibility," says Edvard Sandvik, Senior Adviser at the Norwegian Public Roads Administration. "The strategy in Norway is that the government is to provide the extra push that operators with a purely market focus do not manage to have with respect to the development of more environmentally friendly ferries. This can be done by increasing requirements when inviting tenders for operating certain connections or by doing what they have done this summer regarding the competition for a new development ferry, where funding is provided throughout the phases of the project; design, building and operation."
