Ep Rapporteur Wants To Reinforce Eurovignette Proposal

The parliamentary rapporteur on the revision of the Eurovignette Directive, Saied El Khadraoui (PES, Belgium), believes that taking environmental costs into account on toll roads used by lorries should be compulsory in the medium term. A first working document sent to his colleagues in the Transport Committee - which was discussed on 7 October -states his intention to introduce into the proposal under revision a clause obliging the European Commission to present legislative proposals in the future to make environmental tolls compulsory. The proposal currently under examination, presented by the Commission in July, only sets out the possibility for member states to introduce such tolls. And this is not the only point on which the MEP intends to reinforce the Commission's proposal. El Khadraoui would also like to remove the ceilings set out in the calculation methodology for envi- ronmental costs, which can be found in Annex III of the proposal. Put clearly, this means that these tolls requested by member states could be higher accord- ing to the 'El Khadraoui methodology' than according to the method put forward by the Commission.
