The European Commission, which is proposing, in its draft for a revised Emission Trading Scheme (ETS), reserving part of the income from the sale of quotas for measures in favour of climate preservation and the fight against deforestation, nonetheless refuses, at this stage, to add avoided deforestation credits to the emission credits recognised by the ETS. This would be "unrealistic," it says in a communication. It nevertheless recognises that the issue is essential for the fight against climate change and that industrialised countries, including the EU, will have to open their purses wide to help developing countries face up to the problem. The Commission will also propose to its partners creating a new international carbon fund for forests.
