摘要

The European Investment Bank (EIB) and the European Commission launched, on 16 September in Paris, the European Public Private Partnership Expertise Centre (EPEC), which will advise policy makers and provide guidance on programmes in the member states and applicant countries. "The EPEC is not a financing body. It is a forum for exchange and information" on public private partnerships (PPP), explained EIB President Philippe Maystadt at a press conference. PPPs are partnerships between the public sector and the private sector for the financing, construction or maintenance of public infrastructure (stadiums, hospitals, transport infrastructure, etc). To date, they represent more than €200 billion in investments. Over the next five years, more than €100 billion will be invested in PPP operations in the transport, health, education and environment sectors, as well as other public investment projects, notes the EIB.
