The System Adequacy Retrospect 2007, published by the Union for the Co-ordination of Transmission of Electricity (UCTE), points to a growth in fossil fuel and renewable generation whilst power generation from nuclear power plants has fallen. The largest generation increase, of 43 terawatt hours (TWh), came from fossil fuels, primarily gas. The development of new generation facilities also balanced, in 2007, the growth of load and peak demand. The association of transmission system operators in continental Europe thus concludes that there was definitely enough generating capacity available in 2007 to cover the demand with the "usual" level of security. Due to cold weather resulting in an unexpectedly high load, remaining capacity (to cover unexpected load variation and unplanned outages) reached its lowest value in November 2007 at 71.5 gigawatts (GW) of Net Generating Capacity.
