Council And Ep Agree To Include Aviation In Ets

The aviation sector will be brought into the carbon trading market starting in 2012, following an agreement reached on 26 June by the EU Council and the European Parliament. The informal negotiations that led to the deal were held as part of a second reading, under codecision, of the draft directive on the inclusion of aviation in the European emissions trading scheme (ETS). The agreement still has to be formally approved by the Council and the EP at its plenary session on 9 July, for final adoption. Under the deal, the emissions trading scheme will apply to all flights departing from or landing in the European Union, including intercontinental flights, from 2012. The provision covers airlines from non-EU countries operating flights to and from EU territory. For rapporteur Peter Liese (EPP-ED, Germany), this "represents a major advance on combating climate change".
