Three symbolic issues - the energy-climate package, the reduction of CO_2 emissions from new cars and genetically modified organisms (GMOs) - are on the agenda of the Environment Council, on 5 June in Luxembourg. The Slovenian EU Presidency has made every effort to enable the French, who will follow it in the Presidency's seat, to try to conclude a first-reading agreement by December and notes that it has already established informal contacts with the European Parliament. In a document handed out to the member states, which will serve as the basis for a policy debate by the 27 member states', the Slovenian Presidency reviews the progress of discussions on each of these proposals and identifies the main outstanding issues, among them:
