Recovery plan includes energy efficiency

A final three-way meeting, on 16 April, saw negotiators from the Czech EU Presidency, the European Parliament and European Commission reach informal agreement on a 5 billion euro economic recovery package. The deal will allow for money not committed by 1 September 2010 to be recycled and used for energy efficiency and renewable energy projects. The Commission should issue a report, in March 2010, indicating whether or not there is a "serious risk" of non-implementation of projects. Originally, Council had resisted this 'recycling' of funds, arguing that the Council's position was fixed by EU leaders at the 19-20 March European summit.
