European Council to refer financing issue to experts

The European Union's heads of state and government, meeting in Brussels on 19 and 20 March, will debate the position to be defended by the EU in the international climate talks. Their debate could well leave observers and international partners unsatisfied, however, because it will probably not end with detailed con-rnclusions on the main subject, namely the EU's financial offer, in particular with regard to the developing countries.
