In spite of a constant improvement in member states' reporting on the state of their fishing fleet and adaptation of their fishing capacity, they have a hard time providing the information the European Commission needs to analyse effectively the effort made to strike a sustainable balance between capacity and fishing opportunities. In a report, adopted on 12 January, the Commission highlights the member states' shortcoming in terms of both reporting and fulfilment of their obligations to adapt fishing capacity. "Insufficient," notes the Commission, after reviewing the reports submitted for 2003 on the implementation of Common Fisheries Policy (CFP) provisions that require member states to adapt their fleets' fishing capacity to fishing opportunities. These reports are supposed to provide the Commission with the data it needs to fine-tune its own analysis of fishing capacity compared to available resources.
