Since its adoption in late November 2009, the regulation that tightens controls on compliance with the rules of the Common Fisheries Policy, which entered into force on 1 January 20101, contained the seeds of discord, especially on the question of penalties for non-compliance. The inspection in UK waters, in late July, of the French trawler Marie Alexandra, based in Guilvinec (Brittany), and the stiff fine imposed for its failure to comply with rules on mesh size, illustrates the problem.
