The EU Council of Ministers supports the development of sustainable urban mobility plans for cities and metropolitan areas. It considers that there may be a need to create ecological or low-emission areas due to the failure to meet air quality limits in some cities. It may also be necessary to give the municipal authorities guidelines for the creation of such areas. These are some of the key points of the conclusions on urban mobility adopted by the Council of Transport Ministers, on 24rnJune in Luxembourg. The conclusions are related to the action plan on urban mobility presented by the European Commission in September 2009. As in the action plan, nothing is dictated in the conclusions. On the contrary, the Council takes care to refer repeatedly to the 'subsidiarity' principle. It notes that mobility needs vary from one city to the next and that "the response strategies need to be adapted to each situation by the local authorities".
