Plant variety rights system in question

The Commissioner for Health and Consumer Policy, John Dalli, has recently confirmed that he plans to review the EU's plant variety rights system established in 2004, which lays down the conditions under which a farmer can produce seed (restrictive list of authorised varieties, payment of royalties). The problem of industrial property for seed was raised by the European Mobile Seed Association at a public hearing on biotechnology and farming organised by the European Economic and Social Committee.
