Member states remain opposed to binding targets after 2013

Draft Council conclusions on the European energy efficiency plan (EEP 2011) make clear that member states have little intention of dropping opposition to binding energy efficiency targets in 2013. The European Commission's March 2011 communication, revising the 2006 energy efficiency action plan (EEAP 2006), proposed looking again at the 20% energy savings target set for 2020. The communication talks of "considering" whether to propose legally binding national targets for 2020 if its 2013 review shows that the overall EU target is still "unlikely" to be achieved.
