Delays mean opportunities have been missed

Fiona Hall (ALDE, UK) was the rapporteur for the 2006 'Energy efficiency action plan (EEAP). She tells Europoli-tics that both member states and the European Commission should be bold enough to accept a binding efficiency target as the best way forward. Is it not unrealistic to call for binding targets given the narrow EP majority for them and Commission/Council opposition? The Commission is reluctant to propose a legally binding target because of opposition in member states.
