Commission draws lessons from 2006 action plan

The current 'Energy efficiency action plan' (EEAP) dates from October 2006 and should run to 2012. It set an amazingly broad framework for legislation, policies and other measures. At the start, the 2006 EEAP was hailed as the means to achieve a 14% decline in primary energy consumption in 2020, with the other six percent coming from other measures. The EEAP set out six priority areas, with a massive 85 individual measures addressing key sectors, such as energy transformation, buildings, services, industry and transport.
