The US focus was increasingly turning to the International Civil Aviation Organisation (ICAO) in Montreal, Canada, where "some progress is being made" in talks for a global agreement to reduce aviation emissions to address climate change, Hedegaard told Europolitics environment. She said that the EU was willing to compromise at ICAO and "did not have one final recipe" for what the ICAO agreement should contain.
