While he approves of the principle of a regulation on awarding concessions, Jean-Claude Boual has significant reservations about the content of the Commission's proposal. This approach poses the strategic issue of coherence in terms of the construction of the single market. There is a fundamental difference between public procurements that concern the public purchasing of goods or services for the accomplishment of a public service mission and concessions that refer to the delegated management of a public service or to the public and the Commission doesn't make that distinction. It is significant that it doesn't even use the term public service in its draft directive on concessions. It doesn't take into account the social cohesion that is related to it.
