As part of a plan to reduce greenhouse gases, President Bill Clinton in 1997 announced an initiative to have one million solar roofs in place by 2010. During the recent California energy crisis, customer interest in solar energy soared, spurred by state-sponsored incentive programs. Applications for rebates offered by the California Energy Commission (CEC) through the $54 million Emerging Renewals Buy Down Program to customers installing the systems increased from 30 applications a month in the second quarter of 2000 to 360 per month in the second quarter of 2001.
