The Parliament's shadow rapporteurs on the draft directive on energy efficiency came to a compromise on the text's major moot points, proposing binding efficiency targets for member states but allowing for consider able flexibility in their attainment. Markus Pieper (Germany), the EPP's delegate watch ing over the dossier, hailed the 15-16 Febru ary meeting as a breakthrough in the negotia tions.
