Fisheries: Commission makes case for transferable fishing concessions

None of the policies implemented under the current Common Fisheries Policy (CFP) has managed to solve the problem of overcapacity of the EU fish ing fleet, and even less so the overex ploitation of resources. Some member states, like Denmark, have organised, initially on a trial basis and then more systematically, systems of transferable fishing concessions (TFCs) that have produced positive results. In a working document sent to member states, the European Commission details the rea sons for and practical arrangements of its proposal to include such a system in the new CFP, which is currently being drawn up.
