Agenda for Council debate on directive taking shape

The Council's working group on legislative proposals relative to public procurement (presented by the European Commission on 20 December 2011) held its first meeting on 17 January to clarify procedures and establish deadlines.The Commission proposed a revision of directives on public markets - Directives 2004/18 on the coordination of procedures for the award of public works contracts for so-called general public markets and 2004/17 for the water, energy, transport and postal services sectors - in order to clarify them, update them and reinforce their legal certainty. Though the Commission kept the structure which separated general markets from more specific networks - in two distinct texts - it innovated on the issue of concessions by grouping in a third text, concessions relative to public works and concessions relative to services, which had not yet been addressed in a legislative text.
